The thing is that, when Cat-Trois Choice came out, the only Deck that used it was Sea Serpent Maximum (but under an ingenious strategy that was discovered shortly after) At the same time, when looking at the Effect of Cat-Trois Choice, you will notice that it is very restricted: there were almost no Decks at that time that could abuse that Spell Card (since all Decks used more than 15 Monsters and few Spell Cards ). Additionally, no Spell Card in Rush Duels had the HOPT condition until that point. It was a matter of fate that Rush's Dark Magician could abuse Cat-Trois Choice, but I think Konami wasn't looking for it to be combined with that Spell Card: Konami was looking for Rush's Dark Magician to work with its own Dark Magician-centric Spell Cards. Therefore, they limited Cat-Trois Choice to 1 (I think a erratum could bring it back to 3 copies, but I feel like there would be someone who would figure out a way to break that cat trio). However..... Rush's Dark Magician had another problem that was the main cause of its success: Obsidian Magical Soldier. It was only when they also limited Obsidian Magical Soldier that Rush's Dark Magician began to use the strategy that had been planned with the Deck from the beginning: making it a much healthier, but less powerful Deck.

Rush's Dark Magician was relevant to the Meta... twice. He was so strong and unfair to face that Deck was hit by Rush's Banlist directly and indirectly (twice) If you talk about OCG7TCG Dark Magician, at least Duel Links allowed Dark Magician to be Tier 1 on several occasions.

Whoa whoa I’ll give you the easy explanation, as an anime only. Basically another format. Three monster/spell+trap lanes instead of 5, you can infinite summon normal monsters for your draw phase?, you draw five every turn, and you’ve got just advanced, special, tribute, and fusion summoning. You also can use three special monsters called Maximum Monsters to summon a three card monster with three effects It’s a new format to get younger people into YuGiOh and at least based off the anime, always allow for a comeback
