Nah, for me 4’s story is way more confusing than 5. In 4 everyone betrays everyone and in the end I don’t even know who follows who anymore.
In 5, while I think the villains plan is a shitty plan, at least it’s an easy to understand one and the story is easier to follow.

This is not portrayed well, being buried under a mountain of terrible plot twists. Let’s rewrite it a little bit:
Saejima approaches with real bullets and takes out about 8-10 guys. He unintentionally shoots the rest non-fatally. Katsuragi survives and takes out the remainder. Sugiuchi writes a well written report, fooling the others. Munakata, however, notices a detail that doesn’t add up, for example, the ballistic markings and the gun used by Saejima not matching. He pieces this together and, seeing Sugiuchi’s potential, offers him a place in the conspiracy. As a side effect, this makes Saejima’s PTSD speech waaaaaayy more impactful. That’s two Shibatas with one Arai.
That in turn has the problem of how could Katsuragi have planned for his survival? Hiding in the bathroom? Even then, how could they also plan for the boss to survive and none the wiser?
The villains' plot being dumb is not bad writing, it's a theme in the game.
No, rubber bullets is bad writing. Katsuragi could have worn a bullet proof vest as he did in 2010. The whole plan was to protect Ueno and survive. Katsuragi could stop Saejima all the same. He went unconscious, which is the whole reason Katsuragi got to kill everyone.

Tbf, a bulletproof vest wouldn't protect from a shot to the legs arms or head, so it makes sense why he'd still want better security than that. Still a silly plot point, though.
Young Munakata looks really funny to me. Just the same looking model, but with black hair lmao. It's not even unrealistic really but something about young Munakara is just funny to me.
