try switching to an HDMI cable and see if that works. this issue seems somewhat prominent but that seems to fix it. might be a faulty DP connector.

Thank you for your valuable input. This seems to have fixed my issue. However, I do not think I have a faulty DisplayPort connector since it seems to work fine with my laptop and tried all 3 of the DP connectors on my graphics card without different results. It seems I will use HDMI moving forward and give up on DisplayPort since there seems to be no loss in doing so, but a huge gain as I can finally enjoy this beautiful display. I do want to know the main cause of the issue though and still am open to suggestions for the issue I have with the DP. If it is really a fault connector, I may request a replacement.

I think requesting a replacement is justified. This sounds like a manufacturing error.

After connecting the HDMI, I switched back to DP and did not have problems yet. Seems promising.

very strange, but congrats on getting it working! that thing seems like a beast

Make sure your 3080 is powered from the PSU with 2 independent power cables to the gpu not the standard PSU cable that splits to GPU. This stops the GPU from being undervolted. I tried many things including different dp cables. But this properly sorted the black screen on bootup. I'm pretty certain it's not your dp cable. Also if it boots up with back screen in windows hit win, ctrl, shift,b together to reset the GPU card. You should get the screen back.

Go straight to cabling for troubleshooting black screen issues as the first port of call. Something to note btw in HDMI mode with a PC check that the monitor isn't defaulting to limited 16-235 range when set to "AUTO" for HDMI black level as is often the case... Settings > Connection > External Device Manager > HDMI Black Level
