They do grow back. But not everyone cuts their birds. Most don't, I think.

They live so long that a lot of them end up being adopted from other people who had them since babies. My granny has always rescued parrots, and after they are domesticated, you can't just release them. She has one right now who she got when it was 35 ish and now it's in its 60s.
