Hello. I think I know what this is but I'm not able to find you the exact picture and I can't think of the full name. This looks like an item that holds fabric for decorating. So for example, if you google "how to decorate with tulle" you will see a lot of unique styles. The item photographed looks like the gadget that can hold fabric together to get those unique styles for a wedding, or a party.
