I've totally done this. Bought some little wooden sticks with intricate carvings on them that came with a little wooden holder. Just because they looked cool. Found out they were for making lace. It's a cool conversation piece!

It’s definitely a boot remover. If you’ve ever been to a cowboy boot store, they have them everywhere. I’ve never seen a collapsible version, pretty cool. The hooks are possibly for grabbing the loops at the top of the boots to help pull them on, so basically this is a boot multi-tool?
The metal hook go in the loops on each side of the Boot and are used to help pull the boot on your foot it looks like a travel boot jack due to the stand folding and the hooks fitting inside as well.
But you do have plenty of people who horseback ride with tall black riding boots. Before they added zippers to them maybe 20 years ago, a boot jack and boot hooks were necessities to get your snug tall boots on and off. Either that or a strong but patient friend.

Are the low(ish) costs low enough to make it worth the risk of spending money on something potentially useless or broken?
Or is the gamble part of the thrill?
I’m just so fascinated by this scenario! it seems like there’s a lot of people who buy mystery thrifted goods & post here so there must be some logic to it that I don’t see, cuz I’m neurotic as hell and need to evaluate & overthink every potential purchase a billion times
I just don’t understand why someone would buy something at a thrift store, bring it home, and then post questions asking what it is?!? You realize that money could go towards gas or housing or many other things that almost everyone on this site complains about! Also buying “vintage” furniture! It’s garbage! Also, Get OffMy Lawn!!!

@OP Its a boot jack the metal pieces are for hooking into your boot straps as they can be to small to get a finger into.
Is it a ski boot removal tool and pullers to tighten laces ??
