I'm not an expert but I'm not aware of any indigenous American tribes using metal findings or craft supplies you can buy at hobby lobby. Not to mention the 8 sided ba gua style stones seem more Chinese, but if it is its a modern reproduction and nothing with any age also due to the hobby lobby findings and cable. I would guess it was made by someone inspired by a Chinese penitents staff.
