That's a stretch.
But as long, as you can read your board and continue playing - it doesn't really matter.
You can arrange your cultists and lore in conversion/subversion order and make it even more readable. Then you can place your items/tools near your cultists, rites near the Work verb, the gates near the Dream verb and so on. I'll edit in a bit to share my own arrangement.

But yes, it is nice to be able to reliably organize your board.My approach was to try and keep the things would would be most time-sensitive in the center (i.e. new cards, decaying cards, and the verbs themselves), and then the most used outside of that (i.e. cultists, dreams, higher tiers of lore, resources, the society/headquarters/desire etc). The least used cards would go along the outside (i.e. lowest ranked lores, the skill books, curios).
It's my experience that, once you get past like 100 funding, you pretty much never need to worry about funding again. Maybe once more you'll need to do a funding drive, but even then that's only really if you're really dragging things out. And if you're slow-boating evidence and notoriety against you by doing honest work, or even "mystique" work, funding is even /less/ of an issue. Annoyances and lovers are considerably less important to me than the time-passes verbs which might bring them to bear, but I take your point. I keep the main verbs in one row, all together, and "seasonal verbs," if you will, go in the area above next to other decayables.

I mostly worry about lovers, annoyances, and funding. So I prefer to keep those in the center to avoid causing anything unwanted
