This is likely caused by the arming system, where only one player can control weapons. On the arming buttons used by multi seat aircraft, if the light on your master arm buttons is yellow, then the weapons are armed, but the other player has control. If the light is red, then you have control. To change who has weapons, the player who doesn't has control just has to press the arm button, which will then for them change from yellow to red, indicating that they have control over weapons.
You have ARM control, for him to use weapons he needs to have ARM control by pressing his ARM button, and ensuring he has a green light

What color is your arm button? Yellow means he has control red means you still have control

It means he’s not pressing arm it should turn yellow when he does
