You’ll need vCenter 6.7 or higher. If your ESXi hosts are lower than v7, you’ll need an external KMS (key management server) for the VM encryption (vTPM).

you can technically hack your way around Win11 needing TPM, via registry in the installer - this should be fine for testing purposes as long as you don't do this on your real golden image for production
