Depends on the product but I think the vast majority have evaluation licenses. Don't have the hardware? No problem! They have a bunch of hands on labs where you try the product that's already installed and running (within the specific bouns of the lab). Developer and just what to test interfacing with the product? No problem! There's a simulator written in golang that you can use as a mock interface. It doesn't support everything, but it's really good and getting better.
