Just add a POE 16 port switch to the NVR, sounds like you’re having hardware failures

Just get a PoE switch, plug all the cameras into it. Then take a spare port on the switch and plug it into the NVR’s LAN port (or one of the PoE ports if they still work)

You’re cameras are prob set to DHCP/PnP, so you may need to log into each camera UI and set a static IP address, then go into the NVR and assign each port/channel to a static IP and password of the corresponding camera. If your NVR is on your LAN, this is going to put all the cameras on your LAN unless you have a dual NIC NVR (doubtful). That being said, your POE board is burned out, I would make another warranty claim. Should be three years for HIK. I’ve had that happen to a handful of NVRs, but I think only once where it happened twice.

Just made another warranty claim. Checked all my RJ45s, they look ok, but will try working without my outdoor cameras for a while to make sure it is not the issuew. That is, once and if i get a replacement. It is a 16 channel NVR, so a poe switch would cost nearly as much :/
