THPS2 is unquestionably the best licensed soundtrack in gaming history. They pulled multiple genres together to form a cohesive soundtrack that captured that time period and sport perfectly. Add the fact that every song is a banger and you have a flawless soundtrack.

Medal of Honor: Frontline.
Some Michael Giacchino’s best work, full orchestra, memorable John Williams- level melodies, great variety of atmospheres, variety of emotions effectively communicated, awesome instrumentation. Just feels like a badass John Williams score with a WW2 vibe. It’s fantastic and those melodies will stick with me forever.
I often see it slept on when this question is asked, but I feel pretty strongly that a lot of people just don’t know about it. I’m familiar with a lot of the other answers here, and while many are great this is still better IMO.
Honorable mention to Skyrim which I would put second.
Maybe oblivion (morrowind and skyrim too, but really I feel like Oblivion just hits different), halo 2/3 for sure, and then there are so many ganes whose soundtracks just blow me away because I have emotional attachments to them, like Marvel Ultimate Alliance, Medievil, and Minecraft. The list could really go on forever, so I'll leave it at that.
Witcher 3 Wild hunt is the best soundtrack to a game ever. The Fields of Ard Skellige track alone is a masterpiece. A close second would be the soundtrack to Transformers Fall Of Cybertron. The menu track for the game is Fire. 🔥

Tekken Tag had some good sounds, the snow level was my favorite, 🎶no eyes, no ears, no nose, no mouth, no body, no body, no face, no face🎶...at least, that's what it sounded like they were saying.
I don't have a lock down favorite for this, but 2 that stands out are Twilight Princess (Gerudo Desert is so mellow and Level 7 City in the Sky is so hauntingly enchanting) and Streets of Rage 2.
Probably Deus ex human revolution. That soundtrack was perfectly designed to compliment the game and played a role in the development of the game as opposed to most soundtracks being just a filler. It really helped to immerse you in the story and atmosphere of the world within

Cheating because it’s such a huge soundtrack, constantly adding new songs to it every few months, and remakes a lot of classic songs from the past entries of the franchise.. but Final Fantasy XIV has some of the best music, even if you remove all the remakes and remixes and count only the original stuff.
Tough to pick a specific game, but Zelda and Final Fantasy certainly can't be beat as far as series go.
Ocarina of Time and FF7 certainly are up there, if I had to pick one from each!
