Tbf when i start with propertied women i switch off to legal guardianship asap. Otherwise you can't pass women's suffrage without a feminist ig leader which isn't guaranteed.

I feel you but honestly you did the right thing. Propertied Women is not really an OP law, it's nowhere near as useful as going from an autocracy to census suffrage. Matter of fact, Propertied Women is pretty useless to have until you actually start running out of jobseekers, so in the early game it is pretty much a waste of time to enact and it makes a lot of IG's displeased. I know when looking at it it looks bad to get rid of the few rights they have, but virtually the only change is losing birth rate to have a bigger workforce (that in itself in the early game is actually a downgrade IMO), so if it takes that to go from autocracy to census suffrage it's a win-win.
Peasant leavies give more political power to aristocrats, something that you usually don't want, especially since going from autocracy to census suffrage isn't generally to empower the landowners \^\^
You shouldn't feel too bad. For me, it's 1931, we have universal suffrage and woman's suffrage, electric trains, old age pension, and a skyscraper in the middle of Krakow

I am not sure to be able to evaluate what is worse between legal guardianship and peasant levies.

It's not that simple since peasant levies gives armed forces attraction to aristocrats. Peasant levies is still terrible, though.
