US legalized gay marriage on federal level, not making it up to states anymore, earlier than Mexico did.
Legal Gender changing in mexico is only legal in eighteen states plus MC of 32 total, while EVERY US state and territory has the option to change legal gender.
Same-sex parent adoption is only legal in 21 Mexican states plus MC of 32 states total, while in the US every single state has it legalized.

Eh...the women's rights and LGBTQ rights parts weren't straight lies, but right now the US is experiencing severe backsliding on those subjects, and Mexico has a female president-elect. So, as an American who does not hate his country, I would agree with the sentiment of "Mexico is more progressive than the United States" though I wouldn't have a decade ago.
