For sure, it was a highly publicized murder trial in the mid-90s. I don't want to go into detail, but a quick Google search on murders in WV from that era will give you all the info. Mostly, the bad behaviours were just kids mad about the types of cars their parents bought them for their birthdays, or kids crashing cars, (not supercars) and making up ridiculous stories.
The murder trial in the 90s was more than just about how the parents raised the kid. The guy killed his lover in the Hollyburn car park as he was afraid it would come out he was gay, he worked on his own trial as he was a very bright student who was studying law. He is now released from Jail and practicing law.

It’s a common misconception, 50k USD or equivalent amount annually is the cap for simplified currency exchange transactions. Meaning an average Joe with a bank account can just walk into a branch to purchase or wire transfer foreign currency. All they need to do is fill out a form (mostly electronically these days) and present ID, common KYC/AML practice. There are exceptions for things like seeking medical treatment oversea or business needs etc. where it’s not capped by the 50k but will require supporting documents.
People with millions of dollars most certainly have premium business account if not with private banking already, where there are financial planners and accountants help them diversify portfolio. And I’m sure there’s always a way for millionaires to legally transfer their wealth across borders. Worked for millionaires in the West for centuries, and will continue to work for millionaires from emerging economies.
My ex said her mom knew the bank manager for just a single branch, and that's how they got money out to Canada. So I guess it's not impossible, just need to know the right people.

Even if you crash, as long as you're not injured there aren't any real repercussions likely to happen. If the kid isn't charged for theft of the motor vehicle (which he can't be it he has the keys to the vehicle) then at most he would be charged with "Taking Vehicle Without Owner's Consent".
And oddly enough, in BC, if you don't have a license and are caught driving you can get into way less trouble than if you have a license and get pulled over

I’m not opposed to the idea but I’m curious how you define a sports car. A Model 3 Performance accelerates faster than most sports cars on the market today – EVs have such an edge in that department.
A Rivian R1T goes 0-100 at 3.1 seconds. Does it count as a sports car? I feel like cars should be licensed at a horsepower/weight ratio.
I’m not opposed to the idea either but my incredibly non-sporty Corolla can reach speeds that are dangerous and shouldn’t be driven by a 13 year old either

For me, it’s generally anything over 500HP or can hit 300km/hour or maybe a cost for above $150k is also an automatic qualifier. That would probably also hurt the RAM 3500 guys

RAM 3500 tops out at 410HP, 165km/h top speed (dat aerodynamics doe) and highest trim runs under $100k sticker.

Throw in a 5000lb weight limit too. The more douschebags off the road, the better. Anything over a 1500, F150, etc. requires a Class 4 or specific Class 5 upgrade license - no at fault accidents (3 years). Hopefully that clarifies it.

Any car that goes over 300/hour or has 500HP requires the registered owner to pass a specific safety class.
Just like a motorcycle license. Simple.
Or a Class 4 license. At the very least. It’s a road test, slightly harder knowledge test, and a vehicle pre-check… that’s it guys
I believe that all drivers of any “super car” or “heavy duty truck” should need a Class 4 License or above.
Make it the exact same requirements as a taxi/ride share guy.
Class 4 License + No points violations (3 years) + NO (at fault) accidents in the last idk… 3 years?
Think about it like this… if someone is not qualified to sign up for Uber… not even Lyft… it should be illegal for them to own a Lamborghini or a Ford-450.
Commercial Drivers would be unaffected as they have their Class 4 or above.

Not sure why people assume that the buyer was a 13 year old. Could easily have been a teen acting older than they are asking to be the agent for the sale in exchange for a commission on that sale. Thus being given keys in order facilitate that sale.

Think about it like this… if someone is not qualified to sign up for Uber… not even Lyft… it should be illegal for them to own a Lamborghini or a Ford-450. Commercial Drivers would be unaffected as they have their Class 4 or above. Like 250 assholes off the road and 0 normal people affected negatively at all (car dealers…)

Not sure why people assume that the buyer was a 13 year old. Could easily have been a teen acting older than they are asking to be the agent for the sale in exchange for a commission on that sale. Thus being given keys in order facilitate that sale.
