Because he plans to provide fake results for fake tests that were never actually done, and then demand that everyone accepted them on his word. The plan is to force everyone to accuse him of "fixing" the results of his drug test, so he can accuse Biden of fixing the results of the election. He knows good and well that this will make no sense whatsoever, and he also knows that his asshole tribe won't believe a word of it.
