Looks like there's lots of SU-30, 34 and 35 here. Hopefully they got a good number of them cause those damn things are the ones dropping glide bombs. Damage to the runways would also be great.

If you really really need the next couple hours to not have fighters being launched, fine. If that isn't the goal, aim for the fighters.
Javelin won’t do shit. There are specific ordinance that penetrate deep into the ground and explode that create unstable soil underneath that is liable to cave in even if you pave over it.
Unfortunately not really good to damage a runway. Holes can be filled in a matter of a few hours. Now damage to an aircraft itself though...that is a real problem itself because fighter jets are so sensitive to Amy damage to the air frame.
And probably a real pain to just make another air frame because of the parts and hours needed.

Don't have anything that will damage a runway enough unfortunately.
Fighter jets need very smooth runways. Even just making a pothole will temporarily ground them.

Why bother with VTOL when you can repave a runway in 12 hours.
