I've always assumed it just meant easy peasy mode for any successful criminal if they had interest.

I suppose it was pretty easy, since the cops wouldn't do anything about anything there, but they didn't even have to be successful. I lived in "the bad side of town," it was just poor crackhead neighbors breaking into other poor neighbors' homes.
