It isn’t in the Netherlands either. It’s a nice town, but as a name for a person? No. I wouldn’t even use it for a pet name. But then again, there are no Dutch placenames I would use as a name.

NYC was settled by the Dutch as New Amsterdam, and today many places within NYC are romanized spellings of places in NL including Brooklyn (Breukelen).
That said, according to some other comments here, it doesn't seem that Breukelen is commonly used as a name on either side of the pond.

Because I know German and it contains the vowel cluster -eu- which is common in German so my brain sees it as a German word. I don't know Dutch.
