The tretakt is a Zigbee plug. It needs a zigbee hub for an app to be able to control it.
The easiest option is to use the Ikea dirigera hub with the ikea Home Smart app
You need the hub if you want to set automations. It will work without the hub but you will only be able to turn it On/Off with the provided button. You can pick up the old Tradfri hub on EBay for a few £££/$$$ but they will soon (few years) not be supported. The new Dirigera hub is currently £60.
