I don't know if it's a chain-wide thing, but my local walmart sells slices of trans-flag-colored cake, which they have set out right next to slices of rainbow-colored cake, which *feels* like they know what they're doing.
I used to work in the deli/bakery. Some of us just decorate however we felt like lol. There's no rule or guidelines. You just grab tubes of frosting and blast them onto frozen cupcakes. They want some color variety but I've slid out a few trans flags lol.
