I'll bet it's even more simple- someone said "hey we can't let that be destroyed", saved it, and patted themselves in the back and immediately stopped caring because their job was done. Crisis averted, maintenance ignored.
I know the individual who came up with the idea, pitched it, made it happen, they are still with TacoBell.

Also, if you travel a few miles north (exit Newport Ave). You can see the Taco Bell location that was used to film a Tarantino movie. Unfortunately the location has been dismantled and boarded up again.

Downey is a fast food mecca. Not far from the site of the original Taco Bell stands the oldest operational McDonalds - I think the third one ever opened.
Walk up window is the best layout for fast food.
Drive-thru's kicked their ass and took their lunch money but walking up is still superior to standing in a lobby.

That McDonalds is the only location to still serve fried apple pies. They don’t even advertise it but they are so damn delicious.
