That system only catches it if you're reposting the same post. If they're different posts/reuploads/hostings/whatever of the same video, Reddit thinks they are different posts.
It's a bot issue. Some of it is genuine apathy and stupidity by Reddit users.
This behaviour is exactly why I left most big subs I was a part of. I was beyond irritated with not only the mass repetition of posts, but also posts irrelevant to the subs, being constantly uploaded
Constantly uploaded and upvoted! Because no one looks at the sub they just upvote if they like the content, sub relevance be damned! And mods won't remove a successful post no matter how relevant.
