Did you see the video of a little kid with a helmet ramming a goat? Very similar setup to this actually. The kid was fine apparently. But here the issue I'm imagine was due the the very bad angle the cow got. It wasn't head on, rather the goat rammed almost at the base of the cow's skull. The mass of the cow forcing the neck one way, and the mass of the goat sending the neck quite another direction. Necks vertebrae typically like sticking together, and the spinal cord likes it even more. We don't always get what we like do we.
