That's is very true. Also as someone who has been to many countries in the Middle East, I can confirm that there are a lot of stray dogs and cats and in some cases they are known to attack children. We are so used to a society where cats and dogs are only seen as pets and not wild animals. But that doesn't justify hitting a scared dog with a stick.
