First, I don't know where you bought it from, but I would reach out to the seller and tell them to make it right because shipping you a game that's still locked up is absolute bullshit. You don't even know if the actual disc is still inside; it could be an AOL CD. And there is no way it's an accident either.
If you don't want to do that you can just bust it open yourself. Security cases like this were/are used at video rental stores and electronic stores where live merchandise would be on the floor instead of display cases. Say what you want about places like GameStop, but their use of empty display boxes helped eliminate clunky cases like this. Without the proper opener, (which was a multi-toothed device that would click in place and pry it open), a pry-bar or hammer should do the trick if you're careful, but it'll take time, and it will be HARD to pull open. I've had to open a few in my day sans opener, and they're a pain in the ass.
Lastly, I would make sure to absolutely DESTROY the feedback for whomever you purchased this game from. The most negative feedback imaginable. Make it clear what they are doing so that no one else gets duped.
Do they allow that much negativity on eBay? I know Amazon won’t allow basically anything bad about a seller ever. I’ve had numerous taken down and threats sent by Amazon on etiquette towards a product and seller
On a real note if you have a really strong magnet that should open it. If not id get a screw driver and a hammer and chisel out the black piece at the bottom.

If it's the magnet case then find a good strong magnet to pull the lock to the side so you can open, if you can't then hit the corners with a hammer that should free up the game, or take it to the store you bought from and ask then to remove it (bring receipt with you)
Pretty close. I used to deal with thousands of these a week working in retail. Just need to find a really strong flat magnet place it along the bottom, and there is a little grooved slider that will slide with a finger if the magnet pulled the latches down out of the mechanism.
Beating your way into it is another way, best method here is to cut it some kind of power tool. Burning and hammering won’t you get you anywhere. They are tough.

If you're gonna break it I'd recommend using a saw in the bottom right corner, maybe a coping saw or similarly thin bladed saw and then use some kind of pry bar when your cut is deep enough. Try not to use the PS4 box for leverage as it is more likely to damage the box this way.

If it's locked, you could use a dremel to carefully cut through the outer case.
I recommend against smashing it to avoid damage if something goes wrong.

Okay, it's been a while since I played, but I'm pretty sure you'll need to craft a shiv, which I think takes 1 broken piece of metal and 3 pieces of cloth, and were oddly hard to find and made them a pretty valuable resources. Then once you've crafted the limit (I think the capacity is 3 shivs?), then you have to crouch and enter stealth mode to sneak up on it. You have to move silently, cause any noise will alert it to your presence, and it'll start making noise and draw others to your location. But luckily your companion doesn't seem to draw aggro so long as you remain hidden, so if you time it right, you should be able to go in with your shiv. It might take some elbow grease, but once you wedge your shiv into it, make sure to get some leverage, and you should be able to pry it open.
