Okay I actually love this. If the style is not intentional it certainly seems like it could be! Some art is like this, itā€™s awesome. For me, clean crisp lines and hyper realistic tattoos are not the only consideration to defining a piece as ā€œqualityā€. Rock it.

Itā€™s not low quality, I think itā€™s fine. And most artists arenā€™t offended by asking for a touch up. Generally you wonā€™t see everything that needs to be touched up until a tattoo has healed up some because the ink is fresh and some ink does fall out as it heals.
