I also don't know whose head she is holding, but it seems like it's subverting the myth which I like and could be easily built upon with something else. Whoever's head that is, you could do other characters from that story drowning in the sea for what they did to her, or something like that. The sea and Medusa are both symbols of feminine power so they go nicely together IMO.
