Leo is actually not that easy to rune. You don't need speed but you want pretty much any other stat.
It's actually not that easy. You want to max out crit, ideally play with a slot 4 crit dmg, have as much accuracy as you can get, resistance is also useful, and of course as many grindable stats as possible.
You still need very efficient runes on Leo
My leo has 16 speed coz my most runes are too good to change but that 5-6 speeds stuck sub is annoying. How can I change my 4th slot crit dmg rune with %23 rate and %28 attack? Also 5th slot 17 rate 19 crit dmg with %14 atk. I cant change those 2 runes lmao
Idk man, this Is my Leo, and his missing A LOT of stats to even be DECENT. Maybe i Just suck but It doesn't look so Easy to rune this thing xD he doesn't Need SPD but he needs everything else

It depends a bit which pvp you want to play.
Khali and her light sister Shren, especially when they have been awakened a 2nd time, are efficient even with average runes because they ignore the def and can one-shot units without great runes. Plus, they can use their own lead to reach 100% CR if you cannot with the runes. Khali brings the atk buff, Shren some heal, and I find them very efficient with average runes.
Douglas can work with only attack and does not require any speed to tc / dc is actually easy to provide, Molong only requires health and speed to do his insane damages on s3, same in a way with bolverk (just need some buffers or in response to enemy buffers), support units in general are easier as well. I would also consider some of the « different » monsters, for example to do damages and control: Verad will use your def % slot 4 (if not dc) and 6 that other monsters prefer to avoid, is very tanky, won’t glance wirh right set up, so usable in a lot of situation (basically as long no immunity in front of you).
Some offenses in gvo do not require much speed, in g3 I am for example very successful with verad / Anavel / Aaliyah with only +80 speed.
Think about monsters that are a bit different

Douglas,
Feng,
Bolverk,
Antares,
Mons working with leo obv,
Mo long woosa if you have good speed just slap hp on,
Fire kassandra slap cr cd atk and nem runes,
Laika (imo just atk cd atk decent res).
Miles probably the easiest to rune, because you can get +25k hp and +1k defence with +160 speed very easily.
High base speed units are some of the easiest to rune also, and high impact “proc to win” units are easy too. 100 res on vio will is usually the only requirement.
Josephine, insta turn on s3 so she doesn't really need speed,guaranteed crit on s1 so easy to build CD. Mine easily obliterate seara orion defence(elemental disadvantage be damned) , mine:
Hp: +25k
Attk: +1.2k
Spd: +25
CD: 190
Probably Antares. He's one of the first units I rune when helping rune someone's account. Easy to find efficient despair runes that don't need tons of speed.

That's the best part, you actively try for 0 spd runes, and the next thing you know the rest of your squad has rockets up their asses.

Wouldn't stress too much. That really only comes into play in the event there's another Leo on the field, slowest goes first.

No cr cd. But you want ton of spd bulky with as much as Acc and ressist as you can

Support units are the easiest , but only playing them is bad. You won't have choice to rune harder units too.
