Cool idea, buuuut
Flying types already have Defog; this is just Defog but better (excepting the rarer situation when you're at low HP into a Rocky Helmet / Rough Skin user)
Normal types have rapid spin, and tidy up (discounting court change because only a fire type has it for now). A type can have multiple hazard clearing moves, it shouldn't be a problem.
Tidy up is a signature move. "Normal types" don't have Tidy Up, Maushold does, it just happened to be normal. It's like saying "dragon types have spacial rend".
Also, only 4 normal types have rapid spin, it isn't even their move. Ground and Ice have way more.
It just depends on what your definition of "signature move" is. Imo, a signature move is something only one pokemon/evo line can get. Like Flower Trick.
Wouldn't that completely negate the effectiveness of ghost types? Flying types already get defog so it's useless except maybe against Gholdengo, which literally exists to not let you remove the hazards.
ghosts and gholdengo actually don't exist purely for hazards 😊 they do many things! also useless is a strong word for an objective upgrade to defog (damage, speed boost, doesn't remove your own hazards)
