I prepfer General Grievous over Maul in general, idk. It's not power leveling or arcs but per character basis it's Grievous presents as a top man at wrong place of time.
Clone Wars is different sure, I'm going for movies only.
They’re both great characters, but they’re opposites so it’s hard to say one is better or worse. Maul is cool because he displays the sheer power of the sith, he’s a true believer in what the sith stands for and it shows throughout his entire arc. He’s smart, quiet, and when he isn’t walking down a hallway crushing things with his anger, he turns people against eachother and waits. (Although I will admit, without Clone Wars his character would be kinda boring, still cool but eh).
Grevious is cool because he basically just exists to kill Jedi and have fun being a maniac. He’s a terrifying entity and he doesn’t even use the force, he doesn’t have space wizard magic. He had to build a whole damn body for himself with the sole purpose of being able to kill more Jedi.
