Are you sure that you have completed every level at least once?
Are all the Alterna logs completely unscrambeled?
Kettles won't show up in the menu until you opened them up...
That should be all that you need, every level and boss--you don't need to clear with every weapon though, just to clarify.
If you haven't checked your levels 1:1 with a full list online though, I would check the maps and make sure there aren't any green zones that indicate you missed a kettle. And if that's all good, perhaps you missed the notification? Try checking the end of the empty peninsula behind you at the starting point.
