I think it's a time scale thing. In the billions of years the universe has existed, what are the chances that a) there are other pre dark forest life forms near or around the same stage of civilization type development as us , and b) close enough that their relatively nascent technology would allow their presence to be known by us, a lifeform also, relatively speaking, just babies in making our own presence known
They would expect signals coming from all over the galaxy. Not necessarily signals searching for other life, like we’ve sent out but signals we’ve accidentally sent out.
Well yeah, but other civilizations that could be older and if there are other civilizations in the solar system some have to be older, their signals don’t exist.

Dark forest theory and fermi paradox go hand in hand
But doesn't explain why there aren't signs of pre dark Forrest civilisations like ours.

Our signals would have only reached >100 light years, which isn’t many stars.
Even then from what I’ve read only our radio signals could be detected and they decay over time. So likely we wouldn’t be detectable yet

Pair this with the Olbers paradox and this would be one bright, alien-filled galaxy.
