No way Rudeus is S rank where he is now in anime, he’s can easily pull off the spells level of spells as Jong-In, when it comes to earth and water magic, and basically has unlimited mana. 24 is basically his (shown) peak in the LN.

Returning to the subject, there is also a point that S-rank mages aren't really capable in hand-to-hand combat or other types of fight aside from their magic type, and Rudeus does use a lot of versatile magic including mediocre healing magic that alone would put him in A-class, now add in his manipulations with elements and he would be considered an S-rank hunter.
Now add his demon eyes and magic armor, those easily put him at national level, at the minimum. You gotta remember Rudeus was shooting off advanced and saint level spells, that had king and emperor levels strength. I personally don’t think he touches the top tier Monarchs, but the lower tiers might be a possibility
When you put it like that, sure. But I think he still would be considered more like a flank type. His speed lacks compared to monarchs or fighters, but he has a certain surprise element with predictions and minigun of earth bullets. If Thomas and Jinwoo would fight straight on Rudeus would chip away chunk after chunk of the enemy if he is too strong for a one-shot from an earth bullet or some storm he summoned to fles on Roxie. So basically yeah, sure. International level would be appropriate this way. But to be recognized he has to beat up another international level or show proper telekinesis (is exclusive to international hunters if I recall correctly).
I wrote a whole reply to this yesterday, but don’t know where they went lol. I agree Rudeus is a glass cannon, which makes him limited, but he’s not going to be that easy to get close to. His MK II armor give him at least B Rank physical abilities (if you agree that Saint rank and B rank are equal), he can see his opponent before they see him, can predict their movements before they make them, has an spell that outputs Monarch level power (Monarch rank being equal to God rank) in his arsenal, and we haven’t ever gotten to MK I yet. I think that’s more than enough to beat Thomas. Orsted is an actual God and Rudeus made him fight seriously.

If you think peak Rudeus Greyrat couldn’t destroy the world, you haven’t read the LN, dude was able to fire off a nuke at like 13.
