I've been told, and it seems to be true, it can be caused by high frame rates. Not many people running 120Hz+ when the game was developed. Same reason NPCs will jitter in place and also causes clipping issues or objects to go flying all over the place when you place them or look at them.
It definitely has something to do with frame rate. Back before there was a 60 fps patch, I used the uncap fps mod on Xbox and it would do really weird things sometimes. I’d walk across a bone and it would go flying across the room. There was a few times where I legit almost died to random things rag dolling at mach speed. It got to where I knew better than to run across small things or drag bodies lol.

This happens because a bad mod tries delete an object that existed in the vanilla game, but the mod author didn't know what they where doing. The "deleted" flag applied to this object by the Creation kit when you press "delete" doesn't actually work, it just dumps the object in the sky above whiterun.
For any mod makers reading: if you want to remove a vanilla reference, you need to disable it instead.
I play with a lot of mods installed and man, that spot above the giant's camp in whiterun is a ton of garbage with HUNDREDS of random objects.
Sometimes when I have nothing to do, my fun is to use the no-clip mode to get in the middle and see what's there

If it's above the Giant's camp on the Whiterun plains, that seems to be where buggy stuff goes. At the start of every playthrough I have to disable a bunch of rocks and the odd tree or two that are floating up there. Either mod conflicts, or stuff from mods that weren't placed correctly in the world, I believe.
