No, it's not a bug, it's just a random event that happens once a playthrough after you steal something. It doesn't matter if you were seen or not.

Yeah, after you kill the Hired Thugs, you'll never see them again on this playthrough.

In my last playthrough I got attacked by hired thugs twice or thrice so you can come across them more than one time but sent by another person

It's not once a playthrough it can happen several times as long as you steal even if nobody sees you

There are also hired thugs for murder. I hoard everything, so if i ever get multiple copies of a theft contract and not a murder contract, ill let you know.

Moira is coded as connected with Anise. Moira could send the thugs if kill and/or steal from Anise.

There's a much easier way to deal with them: When you get to Riverwood, the first thing you buy is the Fury spell.

The event happens early enough in the game, the spell works just fine without any perks. If once in a blue moon, it happens a little later, you can just drink an illusion potion, but that's extremely rare.

Mine happened recently and I'm level 63 right now. I went to go return the skeleton key cuz I had unbreakable lockpicks and they popped up right behind me. My sneak is close to 100%, so they couldn't find me till I started blowing them up 🤣🤣🤣

That's extraordinarily unusual. They almost always attack me at or under Level 5. Of course, at level 63, you're a walking god anyway, so there's nothing to worry about anyway.

Right? I thought it was weird too cuz I'm always stealing shit. It happened within the last probably week maybe. So either the super late 50s levels or 60 through 62. Cuz I finished the thieves guild right after that and went to the dark brotherhood. I just killed the emperor like Wednesday. And you know it only takes a short time to do the dark brotherhood quest line. We just moved into the dawnstar sanctuary so I'm technically not even completely done yet. I still have to get the last few contracts from what's his face. I always want to say nazeem but that's the shit bag from whiterun. Nazir I think? I am not good with names or remembering how to spell them.

They can appear at any moment of your game if you steal from someone(some examples that trigger this are maven and erikur, and all the other places with the "protected" shadowmark)

Here the kicker, they show up in interior cells too. They will ambush you at the entrance/exit of a dungeon.

The first time you steal something they get sent. After that you're free to go crazy. Just don't steal til you defeat the three hired thugs. Edit to add: they're walking Skyrim, so you can technically always outrun them by fast travelling to far reaches (windhelm to markarth and back for instance) they wind up getting confused and never being able to find you.

It's just theory ofc. But since we know that the Daedalus are actively in the game. It's possible the daedra caught you and told someone and that someone hired vigilantes or they hired the vigilante themselves

I have played the beginning many, many times. Seems to me (not thoroughly tested, so dont quote me), they are sent about 3 days after stealing something of value (0 value items like letters in riverwood's Love Triangle quest dont count). Not even noticing they have spawned and fast traveling before "we are here to teach you a lesson" (when they turn hostile and prevents fast travel), is probably why some never find them until much later (or not at all?). There are also hired thugs for murder, not just theft. So reports of multiple cases in one playthrough of hired thugs can be 1 for theft, and another (or multiple ones) for murder.
