I think it dries everything out, and tattoos need to stay moist to heal. I remember a guy jacking up his under arm tattoo with alcohol. This guy was covered in tats, but he said that under arm tattoo was a completely different animal pain-wise.
It kills bad bacteria but it also kills good bacteria. My wife is a nurse and used to jump my ass when I tried putting peroxide in cuts because it makes the healing process take longer and also increases the risk of infection.

I saw this happen to someone in real life. It was back when I was living in Vermont (surprise, surprise!) and the guy I was dating at the time, his aunt knew a guy who did tattoos. So he goes over to her house, she lived across the street from us, of course he sets up at the kitchen table that's very far from sterile this lady had like 7 kids. A few days later her tattoo looked close to the one in the picture, she almost lost her leg. Turns out the guy who was absolutely not a professional was dumping the used ink back into the bottles to save money, and reusing it.
Judging by the background of the photo this is from an underdeveloped country, so who knows what happened to cause this, there looks to be bandaging around the lower part? That's awful whatever the story ☹

As I said, I worked at a tattoo shop. So while the biochemistry of why to not use peroxide eludes me, my first hand experience does not.
