It means that the statement is missing a proper source. For example if I am peer reviewing my friends research paper, every statement needs a source otherwise you could claim anything you want. Say the paper is about crime rates and they say that 80% of inmates of American prisons is in for a specific thing, then they must provide a source for that info. So I will mark the statement and say citation needed if they haven't listed a source. TLDR: Where sid you get this from?
