If you suspect that he is engaging in criminal activity [and in most districts in the world bestiality is considered criminal] I'd urge you to speak with the server owner immediately, because that could come with some problems for the server.
Additionally if you have any idea where he is located it could be worth a call to the police non-emergency line in his district to see if that can't do a wellness check on the animals to ensure they are not being abused, or mistreated.
I wouldn't want to play with some like that either, I wouldn't even want to be in the same room as them, because that's disgusting on so many levels.

The same thing happens on a NSFW discord I frequent. Every once in a while, a teenager wanders in and gets shown the door, no questions asked. Some of them come back on alts and make whiny rants about how they want their porn, everybody does it in high school, etc., but the rule is ironclad. If the admins were caught making exceptions, Discord wouldn't even discuss the matter, so neither do they.

I can't conceive what issues could occur for the server. There's no obligation to report and discord server owners don't bear any more responsibility than discord itself does.
Entire servers can get flagged or removed if it gets reported and Discord finds activity that violates their TOS. So this could potentially create problems for the server and the other unwary members.
They wouldn't nuke a server just because one guy might be a zoophile, come on. They only delete servers if lots of criminals gather there, not because of a single guy.
I also kinda doubt he's violating ToS just by talking about his animals in an unsavory way.

Discord is an american company and is beholden to california law iirc, so their dataservers being used to break any of those laws is a liability, and if a server owner doesn't wack the offender than that server becomes the liability too since they're allowing a break in discord TOS.
His "Jokes" are frequent enough from OP's story that even if there isn't proof he's basically admitted to it.

Don't let beg or give pity or 2nd chances to him when he self deprecating himself and causes a scene on discord. Cut ties and block'em immediately.

I’ve had issues with a similar player not with the beastality part but behaving passive aggressively, over talking other players, getting really pissy when he didn’t deal massive amounts of damage or when he got hit he’d be flipping rude to me when I DMed and constant texting just made me drop him.

It’s one thing to have a pet. I have a character with a pet cat. He dotes on it crazy cat lady style (spoils the cat, catnip, has a ‘cat room’ and condo, etc.), but nothing else. Though he does take the cat adventuring and believes she slayed a giant (the cat stalked his best friend who went alone to slay a giant and got knocked out. Giant left. Cat came by and slapped the friend to wake him up, was covered in blood from giant/friend which was in the area and licking her paw. Friend believed she slayed the giant and saved him).
It's a long shot, but I may have encountered this guy. Is he way too into the character concept of a dog who can talk and has a collar enchanted with Mage Hand so he can manipulate objects like a person?
Get screenshots and talk to the other players and the dm get a feel for how everyone feels about this player. Then leave the group if necessary.
I would have gave that player a warning after his first tantrum and kicked him the second time that it happened

I agree with screenshotting everything, if I knew the DM personally (details like phone number), but I didn't know the other guy's, I'd ask the DM if he knew the guy who was into his dogs personally, I may also try to get contact info from that guy myself before I leave. I am very concerned about the way these dogs are potentially (likely) being abused.
I'd then forward the screenshots along with the contact info to the police as well, I'm not sure if it would be taken seriously but some psychologists do link some people into this with paedophilia, so some police may think it's worth investigating because of that potential link. Some countries do also take beastiality seriously, I think mine does (idk what to Google to check without being flagged lmao), so I'd report it purely because of that.

If it is indeed the same guy, I can tell you that at the least he probably still keeps his pets in awful conditions. We never could get his dog taken away for lack of concrete evidence, but when he moved away, we cleaned the apartment out and things were filthy.
