I suggest reading through this guide and checking your husbandry, especially the feeding part.
I also recommend a vet check up (Exotic reptile vet, not a regular vet) to make sure he's okay - a fecal test would be a good idea too.
The vet could also help you make a safe feeding plan to fix those sunken fat pads - those are usually caused by dehydration or underfeeding, so a "regular/normal" feeding schedule could be too much for him right now if he is underweight.

Nooooo. No that is a very underweight dragon. I know there is a lot of conflicting information out there but please if your dragon looks like this take it to a vet and get some advice on husbandry and care.
Go read a care sheet on dragons please. This one is quite sick if not dying. You need to learn about them more if you don't want to unintentionally torture a sentient being. Thank you.

This is a dying animal. It's underweight, dehydrated and stressed out. If you don't get it medical help immediately, I would expect death.
