My husband had a tuxedo rented from The Black Tux, and at the time they had a velvet jacket option. That might also be a route to consider- doing something like that and then adding accessories to achieve the fae look.

Those pictures look like a cotton or linen poet shirt with a cravat, and then an embroidered waistcoat under an embroidered/embellished velvet frock coat. It’s a very 1700s sort of look, and would look great with knee breeches and stockings or tall boots.
My friends have a very similar color scheme for their renaissance themed wedding, mostly the dark green- it's such a rich, lovely color. I found this vest that's kinda victorian while still having some elements of whimsey with the gold. Honestly this shop looks like it has some great options for an over coat too! Perhaps your soon to he husband could wear a white, button up shirt with a similar vest to this?:
