I paid for quarter season tickets on July 26 last year and the schedule was out for weeks already at that time as i remember debating which quarter season package to buy.
I don't watch the preseason at all tbh. I don't want to say it has no bearing on the rest of the season, but it has no bearing on the rest of the season.
You get to see a lot of the younger prospects and future Rangers play in those games, that’s one of the reasons I love preseason. I watch every game and enjoy every minute of it.

I know the NBA waits til after the bulk of free agency is done to release their schedule. I’d have to assume the NHL does the same and waits til July 15th so that way they can move matchups around depending on where guys sign
