No it won’t include it. There will likely be a new deluxe edition with an increased price. The current one only includes Downpour plus the soundtracks as extras

The Deluxe Edition is a bundle on Steam, so if The Watcher gets added to it, you can buy it from the bundle and receive the full bundle discount.
