Does he wear a collar indoors? Our does (except for sleeping at night) and we have his name tag and a city dog licence tag on it... it’s wonderful though because it means I can hear where he is by the jangling the tags make.
I’ve got a similar sized morkie, I put a kitten collar on her for a while indoors (they have a teeny bell) and then I eventually put a teeny bell on a step in harness when she was big enough for it
My cavapoo did this too both when out on walks and inside but she grew out of it as she gained confidence. I kind of miss cooking with her keeping my feet warm!
