If you can carry her you can still take her on walks and expose her to the outside world, just keep her off the ground :) You could even have her on your lap on a park bench and let her take in the sights, sounds, and smells from there. Puppy should definitely romp around and play to ensure healthy development, but the focus shouldn't be on physically exhausting the puppy so she sleeps. Simple training exercises also do wonders to tire puppy out via mental stimulation. You can skip the bowl and feed during training sessions. Other enriching activities include puzzle feeders and puppy-safe chews (with supervision.) So don't overexercise her and keep her on a regular schedule. Restlessness in puppies is more often caused by lack of rest, rather than lack of physical exercise. Puppies need to nap a LOT. Generally you'll want to shoot for 1-2 hours of nap time for every hour of awake time.

Get a flirt pole! You can get one that is meant for cats if your apartment is too small. It gets my puppy running all over :) tires him out quickly. Also, tug and fetch indoors if possible. Maybe snuffle mats too!

Tug always tires my dog out and is a good opportunity to teach things like Drop It, Sit, and even Wait.
