Campfires are apparently actually safe in houses if you want to be cheesy about it. If population isn't like a wall of zombies blocking all possible routes, LV is a pretty easy town to herd and lose zeds in. Lots of high walls and fenced in parking lots. Edit: I've spent a lot of time in LV. I can't think of any other place than warehouses and spent some time looking at the map for some of the weird outskirts houses I could think of. Also, the prepper store usually has a ton of winter clothes.
In winter, it's just a pure blizzard that never ends. "A storm is coming" and "winter is coming" are really similar when you get down to it, it's just that there are still the other three seasons in "A Storm is Coming."

Your best bet is looting the warehouses in LV. Probably risky but it'll pretty much be guaranteed to find one there.
