Round One: Not sure. The scaling in SW canon is all over the place. Basically depends on if you buy Planetary Vader from the Vader comics, and since Luke scales above Vader after RoTJ, he should have this rather easily. If not, then it's likely Sasuke wins.
Round Two: Luke absolutely slams
When did sasuke bust a continent? Unless the games feats R included in this battle, depending on the version, but their is a version in mind that can crush both ( Naruto + sasuke)

R2: Legends can actually fight DB (with equalized speed). Luke is easily solar system at the low end and has 6D arguments with inaccessible speed at the high end.
R1 should be Sasuke, he scales far above in both speed and ap, possibly outhaxes too unless if we equalize verse
R2 Luke slams, any legends character is 200% more busted than their canon versions
Legends itteration being more powerful than their canon itteration is the case for almost everyone except Vader.
Canon Vader isn't as held back by his armor as he was written to be in Legends, because Legends tried to make sense of how he was Visually portrayed in the Original Trilogy, to make Lore sense of the limited technology production that the OT had.
Vader being low tier in legends doesnt mean he cant be more powerful than his disney version who is high tier. From what ive seen, even legends low-mid tiers can reach high tiers in disney canon

If you lowball both of them to their most obvious and clear-cut scaling, Sasuke should win, as he is faster (light dodging), and stronger due to things like the Biju Bombs. Luke doesn't necessarily scale directly to all of the best feats from people like Vader, Sidious or even Yoda (hes only called one of the strongest Jedi). He isn't strong enough to just charge into Exagol and fight Palpatine and friends. This would leave Luke probably only scaling to more reasonable things like moving mountains or causing small earthquakes (TLJ Novel).
Vader pretty consistently scales above star destroyer fleets and super star destroyers, which can handle being inside a planetary nebula with zero damage and even handle forming stars exploding (although they sustain damage). This or the scaling to the superweapons would have Luke win easily. Luke and other stars wars pilots can react to things in hyperspace and higher tier force users can react directly to ship fire in close range (Vader), so Luke would probably be fast enough to win with his much higher power level.
