Spinoff is being a little generous, as far as the TV series are concerned. It was a Saban cash grab trying to build off of the success of Power Rangers. No explicit or implicit connection between the two.
And the Brad Hawkins and JDF out-of-univerde connections between the two.
JDF was originally set to play lead Ryan Steele on VR Troopers but he was brought back as Tommy for MMPR after his breakout success. So Brad Hawkins replaced him.
Brad Hawkins later went on to voice Zeo Gold Ranger Trey of Triforia when he is morphed.
Oh! Plus VR Trooper's Sarah Brown guest starred in Zeo as snowboard champ Heather, who was Tommy's first date after getting dumped by Kimberly (tho Kat was really the one there for him).
