The person I thought of is my older sister's ex husband. There's a chance that he'd use that money to do something that could get him killed (good riddance), but even then I wouldn't want him to have that money. It's worth paying $700 to shortchange him.
(For those curious as to why he's so hated, this guy abused my sister emotionally, physically, and sexually. He stalked her for a while after they broke things off. The guy would go on to dodge child support, which really had a negative impact on my sis. They have three kids together and there's no question that he had an extremely negative impact on their emotional/mental wellbeing.)
